MEASURING THE NOISE EMISSIONS

Measuring external noise emissions and assessment of results. The CTCR offers a service of external noise emissions and assessment, to specialized companies in the footwear sector and those related to it.

The goal when measuring noise emissions is to determine whether the levels of noise are adjusted to the limits recommended by the relevant legislations; by the local authorities (reflected in the rules against noise pollution), the regional or national regulations regarding acoustic protection and the international standard UNE-EN ISO.

The regulation related to the environmental quality ( ISO 140001, EMAS...) forces companies to periodically perform noise measurements in specific sensitive points. This is required in order to obtain or renew environmental accreditations.

Apart from this regulation, we should also take into consideration:

At a European level:

- Directive 2002/49/CE by the European Parliament and the European Council, from 25th of June, 2002 regarding the evaluation and management of environmental noise (The Directive regarding the environmental noise)

At a national level:

- Law 37/2003,from 27th November regarding noise

- Royal Decree 1367/2007, 19th October, through which the Law 37/2003 about noise was developed 17th November and refers to acoustic areas, quality goals and noise emissions.

At a local level:

- Municipal ordinance for protection of the environment against noise emissions and vibrations in the town of Logroño

- Municipal ordinance for the protection of the environment against noise emissions and vibrations in Arnedo.

- Municipal ordinance for the protection of the environment against noise emissions and vibrations in Calahorra.

- Municipal ordinance for the protection of the environment against noise emissions and vibrations in Quel.

- Etc...

The CTCR produces reports on external noise further to noise measurements and provides a service to companies for which some corrective actions are required to prevent productivity from affecting the environment.

City planning and the development of infrastructure in the area are taken into account while performing noise measurements for a company. This is due to the fact that the environmental impact could be higher in the surroundings than in the company itself, provoking a breach of the regulation due to causes not related to the premises.

It is important to perform noise measurements to check the exhaustive fulfillment of the regulations, as more and more importance is being given by local councils to the protection of the environment. Inspections can be performed to check noise emissions, with the imposition of a fine up to €300.000 and a temporary or permanent closure of the premises.

The CTCR checks noise emissions; controlling that they are not over legal limits and also ensures:

- The good health of the population, as it is an aspect of public interest awarded by the State

- Everybody's right to a healthy and balanced environment

- Everybody's duties to contribute to the promotion and maintenance of the natural and artificial environment, allowing the fulfillment of the vital needs, and the good health, of the population

The CTCR has a team of experts with the necessary technical resources to perform the acoustic measurements and ensure companies' compliance with then legal limits.
