D. Javier Oñate Domínguez is responsible for the control, execution and management of CTCR activity. Also, he is the secretary of the Board of Directors and consequently, secretary of the General Assembly.

Among his functions, he collaborates directly with the Presidency, the organs of government and representation of the association in:

• -       The management of the services and operations provided by the Association
• -       Involvement in human resources policies
• -       Administration
• -       Collecting funds and fees so as to cover the necessary payments.
• -       Promoting the Association to develop services for the members and foster their unity.
• -       Elaborating the budget planning, the balance sheets and the annual report of activities
• -       Administrating the financial and economic matters of the association
• -       Dealing with any other issues raised by the Board of Directors and the Presidency.
